Acting as trusted advisors, the Procurement & Contracts team guide departments in navigating complex procurement processes, from low-value quotes to high-value tenders, while upholding transparency, compliance, and best practices. By managing contracts effectively and streamlining systems, we enable departments to focus on their core missions, confident that their procurement needs are handled with expertise and integrity. Together, we drive impactful outcomes that benefit our community.

About this opportunity:

We are looking for a Team Leader Procurement to join our team. In this role, you will lead and inspire a small team of Procurement Business Partners to support council staff in achieving innovative, efficient, and compliant procurement outcomes. Champion continuous improvement, ensure value for money, and align procurement activities with strategic goals and community expectations. Provide both strategic and operational leadership while fostering excellence in procurement practices.

What you’ll deliver:                          

  • Lead and mentor the Procurement Team: This involves fostering high performance, professional growth, and continuous learning within the team, while recognizing achievements and providing constructive feedback
  • Develop and maintain strong relationships with key stakeholders: Establishing regular procurement planning meetings to address future requirements and review expiring contracts, enabling a 6–12-month forward procurement plan
  • Analyse supply markets and provide expert advice: Working closely with the Manager Procurement and Contracts to use market intelligence to develop innovative procurement strategies and identify whole-of-business/category opportunities that deliver value for money outcomes to Kingston City Council
  • Oversee major procurement activities: Providing expert guidance and advice to the Procurement Team and stakeholders through the development of tender documents, evaluation criteria, evaluation plans, market engagement, supplier briefings, management of supplier questions, tender acceptance, evaluation of submitted tenders, and contracting, while incorporating probity and risk considerations

What You’ll Bring

  • Several years of demonstrated experience in effectively leading and mentoring high performance Procurement teams
  • Expert knowledge of Procurement, including demonstrated experience in the development and implementation of Procurement Policies and Procedures in large complex organisations.
  • Knowledge of the Local Government Act and IBAC legislation, along with a working knowledge of other relevant legislation. 
  • Tertiary qualification in Procurement or related discipline with several years of experience or lesser formal qualifications with extensive experience.
