About the team 

The Procurement & Contracts team provides strategic and operational leadership across all procurement, purchasing and contract management activities at Kingston City Council. The team is responsible for ensuring compliance with legislative requirements, driving value-for-money outcomes, and supporting effective, transparent procurement practices. It enables Council business units to make informed procurement decisions through expert advice, systems, and processes, while also delivering data-driven insights to support continuous improvement, supplier performance and contract governance.

About the role

We are looking for a Utilities Category Specialist to join our team. In this role, you will provide specialist analytical and commercial support to the review and optimisation of Council’s utilities portfolio, including electricity, gas and water.

What you’ll deliver                          

  • Utilities Data Review & Analysis, including assisting in the identification of opportunities for cost savings, including tariff reviews, billing corrections and removal of redundant services.
  • Assist in identifying opportunities for cost savings, including tariff reviews, billing corrections and removal of redundant services
  • Contribute to improving visibility of utility expenditure through regular reporting
  • Identify anomalies such as billing errors, duplicated services, unusual consumption patterns or inactive accounts

What You’ll Bring

  • Tertiary qualification in procurement, supply chain, commerce, business, finance or a related discipline, or equivalent relevant experience
  • Intermediate to advanced Excel skills
  • Strong analytical skills, particularly in working with financial or operational data
