About the role

The Deputy Municipal Building Surveyor supports the delivery of statutory building services in accordance with the Building Act 1993 and related legislation.

The role provides senior technical oversight across building services, supports compliance and enforcement functions, and acts for the Municipal Building Surveyor when required to ensure continuity of statutory decision‑making and service delivery.

Key responsibilities:

In this role, you will be expected to:

  • Assess complex building permit applications and undertake statutory inspections
  • Interpret and apply the Building Act, Building Regulations, and relevant codes to ensure compliance
  • Manage compliance and enforcement processes, including the preparation and administration of Notices and Orders
  • Provide technical and statutory advice to Council staff, registered practitioners, and members of the public
  • Support emergency management activities, including participation in after‑hours response arrangements where required
  • Contribute to the development, review, and continuous improvement of policies, procedures, and operational guidance
  • Provide technical guidance and oversight within the building services team to support consistent application of legislation
  • Represent Council in professional, regulatory, and statutory forums as required

Essential skills, knowledge and experience

To perform this role effectively, you will need:

  • A tertiary qualification in Building Surveying and demonstrated experience performing statutory building surveyor functions
  • Registration with the Victorian Building Authority as a Building Surveyor (Unlimited), or Building Surveyor (Limited) with progression toward Unlimited
  • Demonstrated experience applying the Building Act, Building Regulations, and related legislation within a statutory or regulatory environment
  • Experience providing technical oversight, supervision, or guidance in a compliance‑focused or regulatory setting
  • The ability to manage resources, budgets, and competing priorities within a statutory service environment
  • The ability to assess complex issues, apply legislation, and make defensible regulatory decisions
  • Clear written and verbal communication skills suitable for technical documentation, statutory notices, and public enquiries
