About the team 

The Project Management Office (PMO) and Capital Planning team is at the heart of Kingston’s capital investment program. We work alongside teams across the organisation to facilitate the planning and delivery of projects that align with our strategic priorities and deliver real value for the community. Collaboration, transparency, and sound decision-making drive everything we do. 

A bit about the role  

As the PMO Lead, you’ll take the lead in managing Kingston’s capital planning and project management framework. Partnering with the Head of PMO and Capital Planning, you’ll help shape the city’s investment priorities, ensuring every project delivers impact and supports long-term financial sustainability. 

This position is ideal for someone who enjoys combining strategic thinking with hands-on leadership and building strong partnerships to get results. 

What you’ll deliver            

  • Lead and mentor a team of Analysts, fostering collaboration and accountability. 

  • Support capital planning by assessing project proposals and developing multi-year investment programs. 

  • Active management and reporting on Council’s annual capital works program to enable informed decision making 

  • Provide clear financial and strategic insights to guide project and funding decisions. 

  • Work closely with internal teams and external partners to ensure projects run smoothly. 

  • Champion continuous improvement and innovation in how projects are managed and delivered. 

Your skills and experience 

  • Degree in Strategy, Business, Project Management, or a related discipline 

  • Proven experience in capital planning, ideally within the public sector 

  • Sound leadership capability and experience managing teams 

  • Exceptional stakeholder management and collaboration skills 

  • A practical understanding of project management frameworks and how to apply them effectively
